964. Reference to telegram 621 from reking to

Foreign office and from Foreign Office to Peking. I would

emphasize great need for action before (a) situation

changes so as to make present plans for the

enforcement unsuitable. Changes include further conciliatory attitude by Chiang Kai Shek and return to Yangtse Valley of Northerners (b) greater part of

effect is lost due to delay. I still consider it

essential that ultimatum should include some undeniabl

undesirable concession on the part of Chinese such as handing over of Wusung forts.
